Preheat the oven to 350°F. Grease a baking dish with butter.
Heat extra virgin olive oil in a sauté pan over medium-high heat. Add chopped shallot and cook until lightly golden.
Stir in ground meat and cook until browned.
Add tomato sauce, tomato paste, and peas.
Season with salt, pepper, and chili powder. Stir well to combine.
Reduce the heat, and cook for 25 to 30 minutes.
Bring a large pot of salted water to a boil and add the pasta. Drain it 4 minutes before the time indicated on the package instructions
Add grated cheese and stir well to combine.
Transfer the mixture into the baking dish and level it with a spatula or a spoon.
Bake for 30 minutes.
Remove from the oven and let it cool for at least 10 minutes before serving.
